No family has a royal claim on the 7th Ward. The voters in the ward have declared their own disdain for that sense of entitlement. When former Ald. William Beavers quit the City Council in 2006, he engineered the appointment of his daughter Darcel Beavers to succeed him. But 7th Ward voters promptly tossed her out, electing Sandi Jackson over Beavers in 2007.Emanuel now has the opportunity to find a dedicated, independent citizen to complete Jackson's term, which expires in 2015. Certainly there are strong candidates who are not of Jackson or Beavers lineage.Jackson's departure wasn't a surprise. She's been hinting for weeks she might not finish her term. Her absences from City Council meetings have been well documented. We pointed out in a Dec. 28 editorial, "No more excuses, Ald. Jackson," that she missed five City Council meetings out of 16 last year and made it to <a href={url}>{keyword}</a> committee meetings out of 72. In the second half of 2011, she missed two council meetings and 34 committee meetings.She cited "very painful family health matters" as <a href={url}>{keyword}</a> her reason for stepping down. Her husband, former U.S. Rep. Jesse Jackson Jr., resigned from his congressional seat in November. He is battling bipolar disorder and was hospitalized last summer amid a federal investigation into possible misuse of his campaign fund.Such vacancies aren't rare. Before the 2011 City Council elections, nearly one-third of the aldermen had been initially appointed by former Mayor Richard Daley. Incumbency by appointment gives a huge advantage when an election rolls around. Politicians often set retirements in midterm so they can gain that advantage for their anointed successor.We may see it again soon. The Sun-Times reported on Jan. 4 that Ald. Dick Mell, 33rd, planned to retire soon and wanted Emanuel to appoint his daughter state Rep. Deborah Mell as his replacement. Ald. Mell said he has no immediate plans to quit, but it would surprise no one if another family succession plan is staged soon.Let's change this. Sandi Jackson's decision creates the opportunity. Mayor, give 7th Ward constituents a transparent, open process and a role in choosing their next alderman.
